
Developer Mulpha has received approval from the Hills Shire Council for its concept masterplan for Norwest Quarter, its $1 billion master-planned community in Norwest in the Hills District. The plan transforms a 40,890 sqm site at 40 Solent Circuit, Norwest into a landscape-driven residential and mixed-use precinct focused on community, connection to nature, wellness and sustainability.
The masterplan has evolved since 2016, with Stage One approved in 2021 and construction completed in December 2025. The site is situated between Spurway Drive, Maitland Place and Natura Rise, and is close to Norwest Lake, the redeveloping Norwest Marketown and is within 800m of Norwest Metro Station.
The Norwest Quarter concept masterplan is designed to create a vibrant, engaging neighbourhood with a range of lifestyle and essential amenities, social infrastructure and both public and private recreational spaces, with seamless access to the surrounding parklands and facilities.
It aims to transform over 4 hectares of greenfield land into a town centre for more than 2,000 residents, featuring eight high-rise residential towers of eight to 26 storeys with a total of 950 apartments, with 6,000 sqm of space for cafes, restaurants, neighbourhood shops and everyday services.
Mulpha’s Director – NSW Developments, Andrew Nichols said the company undertook extensive community consultation to shape the development and meet the needs of future residents and the broader community.

“We began by asking how people today want to live and what infrastructure would support that, thereby looking at new ways to bring people together and promote wellbeing. A great place to live provides recreational spaces, thriving landscapes, shared facilities and social infrastructure that enhances the physical, mental and economic well-being of all residents,” Nichols said.
In Stage One, the 3,500-square-metre retail precinct, spread across the three podium levels of the first two apartment towers in Norwest Quarter, features a diverse mix of health, wellness and lifestyle operators.
Norwest benefits from over $9 billion in infrastructure investment, including the Northwest Metro, NorthConnex and WestConnex, alongside education, recreation, retail, health, and service facilities. The growing Norwest Business Park continues to drive employment and demand for quality housing nearby.
Stage Two of Norwest Quarter will expand the plaza with more retail and wellness facilities and a childcare centre in green space, giving children access to nature and the plaza. Future stages will include a community garden, swimming pool, and communal areas for markets, events, outdoor cinema and recreation. As a sustainable, masterplanned precinct, residents will benefit from eco-friendly design features, including energyefficient homes backed by $160 million in green loans, reducing energy costs by up to 50%, looking at a net-zero emissions future.
